HOUSE CONCURRENT RESOLUTION NO. 37

Providing that no funeral or other memorial service in the State Capitol Rotunda be authorized without the requirement of a joint resolution of the Legislature.

Whereas, For any deceased individual to receive the honor of a funeral or memorial service in the hallowed halls of the peoples' Capitol Rotunda in this State, there should be a public and democratic expression that the deceased individual is deserving of that distinct and extremely rare honor based on the person's contributions to public service and the institutions of this State; otherwise, the will and caprice of political manipulation would be left to convey the honor when public sentiment for and legitimate entitlement to does not exist; therefore, be it
Resolved by the Legislature of West Virginia:
That no deceased individual may be accorded the distinct and eminent honor of a funeral or memorial service in our State Capitol Rotunda without first being conferred the honor by a joint resolution of this Legislature; and, be it
Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to the Governor.
